Applications for the Connecticut Energy Assistance Program (CEAP) for the 2023-2024 season begin on September 1, 2023
The Connecticut Energy Assistance Program (CEAP) helps Connecticut residents afford to heat their homes. Basic benefits towards your heating bill (both deliverable fuel & utility households) range between $180 to $530 depending on your income level, household size and whether there is a vulnerable member in the household. These benefits are paid directly to your utility company or fuel supplier. Households that heat with deliverable fuels like oil or propane may be eligible for an additional crisis assistance benefit. CEAP recipients who have electric as their primary heating source may also be eligible for matching payment plans and protection from shut-offs.
This is a winter heating assistance program that is administered by Connecticut’s Department of Social Services in partnership with local Community Action Agencies (CAAs) throughout the state and local Town Social Services offices.
Who is Eligible?
Your household may be eligible for CEAP if you can answer YES to the following questions:

· Do you meet one of the following income guidelines?

- You receive food stamps (SNAP) Supplemental Nutrition Assistance Program
- (SSI) Supplemental Security Income,
- (TFA) Temporary Family Assistance,
- State Supplement to the Aged, Blind and Disabled,
- Refugee Cash Assistance Program or other benefits from the Department of Social Services
